GUIDELINES FOR APPLICATIONS RELATED TO PASSPORT / EMERGENCY CERTIFICATE / POLICE CLEARANCE CERTIFICATE / SURRENDER OF INDIAN PASSPORT / IDENTITY CERTIFICATE

  1. The Consulate is rolling out the process of issuance of E Passport (electronic chip inserted passport) for new as well as renewal of old passport from September 03, 2025. The link for applying is available at https://mportal.passportindia.gov.in/mission/
  2. 'Register' to get a login ID and Password and then 'Login' with the registered login ID and Password. Or directly 'Login' if login ID and Password are already available.
  3. In the Applicant Home Page, click on "Apply for Ordinary Passport / Emergency Certificate / Police Clearance Certificate / Surrender of Indian Passport / Diplomatic Passport / Official Passport / Identity Certificate" link to file a new application. The applicant must select 'Japan-Osaka Kobe' as Mission / Region / Country.
  4. Fill the online form, upload ICAO compliant photograph, signature and all relevant self-attested documents. After successful submission, take a printout of the online submitted form. Guidelines on uploading photograph, signature and documents are given below.
  5. Bring the application form with ARN No., original passport, residence card and copies of all relevant documents (self-attested) to the Consulate's Counter for physical verification and fees payment.
  6. Applicants are required to appear in person at the Consulate. Postal applications will not be accepted. Passport delivery by post is available; an empty letter pack addressed to the applicant must be submitted.
  7. Applicants choosing postal delivery do so at their own risk. The Consulate is not responsible for any loss.
  8. Processing times are indicative and not binding due to unforeseen circumstances.
  9. Applied service is not guaranteed as all applications are subject to checks and procedures.
  10. Telephonic queries about the status of applications before the due date are not entertained.
  11. The documents mentioned in each category are mandatory. Additional documents may be requested on a case-to-case basis.
  12. The printable address should be the Indian address; Japan address can only be printed if you are a Permanent Resident of Japan.
  13. All fees are payable in CASH only. Bring exact cash as per the fees schedule.
  14. Guidelines for photograph and signature as per ICAO standards:

Photograph

  • Full face, front view, eyes open; head from top of hair to bottom of chin, 80-85% of the photo.
  • Colour, 630x810 pixels, JPEG format, max 250 KB.
  • Unaltered by software or face-editing apps.
  • White background.
  • Applicant should look at the camera, natural skin tones, correct brightness/contrast, eyes visible.
  • No distracting shadows or reflections; remove glasses if necessary.
  • Proper illumination, no red eye.
  • Head coverings only for religious reasons; facial features must be visible.
  • Natural facial expression.

Signature

  • Upload scanned copy of signature / thumb impression (for minors unable to sign).
  • JPEG format, max 100 KB.
  • Applicant must sign/thumb impression on printed application form at Consulate in front of staff.

  • If passport not available, supporting evidence of Indian nationality like passport copy / driving license / residence card etc.
  • If passport lost/stolen, Police report
  • Current passport, if available
  • Residence Card, if available
  • Documents issued by Immigration Authority, if any
  • One recent passport-size photograph (ICAO compliant)
  • Copy of flight details (Air Ticket) for tourists/visitors
  • Request letter explaining circumstances
(k) Certificate of Identity (IC)
(l) Police Clearance Certificate
  • Printout of PCC Form filled online at https://mportal.passportindia.gov.in/mission
  • For Non-Indian Nationals, manual application: link

(m) Replacement of lost / Damaged passport

  • If passport lost/stolen, Police report
  • Current passport (if damaged) and self-attested copy
