India participated at the Ministerial-level for the first time at the 30th Busan International Film Festival (BIFF) (September 17–26, 2025) and the Asian Contents & Film Market (ACFM) (September 20–23, 2025) held in Busan. India set up a Bharat Pavilion at both BIFF and ACFM to highlight India’s capabilities in film production, post-production, incentives being offered, and to promote India as a filming destination.
- The delegation was led by Hon’ble Minister of State for Information and Broadcasting, Dr. L. Murugan. This marked a significant milestone in India – ROK collaboration in the field of media, entertainment, culture, gaming, AVGC and emerging technologies.
- During the visit from September 22–24, 2025, Mission facilitated Dr. Murugan’s engagements in a series of high-level meetings, industry round-tables, cultural events, and community interaction highlighting India’s growing role as a global content hub.
Key Highlights of the Visit
- Panel Discussion on “India-Korea Synergies: New Horizons in Co-production” at ACFM (21 September, 2025)
- The Mission organized a Panel Discussion at ACFM, on the theme “India-Korea Synergies: New Horizons in Co-production”. The panelists included Mr. Prithul Kumar, Joint Secretary (Broadcasting), Ministry of Information and Broadcasting, Mr. Nishi Kant Singh,Chargé d’Affaires, Embassy of India, Seoul, Mr. Heo Youngkook CEO of Alimoli Studios, Mr. Jae Jaewon Choi, CEO of Anthology Studios Inc., Mr. Abhishek Gupta, Actor/Media personality in ROK and Mr. Arfi Lamba, Indian Producer and Actor. The engaging discussion focused on India–Korea Co-Productions highlighting film-making opportunities. India provides up to 30% reimbursement, capped at around USD 3.6 million, with additional bonuses for Indian talent and content. RoK offers 25–30% cash rebates on eligible spends, capped at around USD 150,000, alongside regional incentives reaching 50%. Panelists and the participating producers and film-makers discussed how these frameworks could catalyze impactful and globally competitive cinema.
- Round-table on India’s Creative Economy and Co-Production Collaboration (22 September, Busan)
- Dr. Murugan chaired a high-level round-table hosted in partnership with the Busan Film Commission (BFC)on the sidelines of BIFF. It brought together policymakers and industry leaders to discuss co-production treaties, financing mechanisms, and distribution partnerships. The session underscored India’s ambition to deepen global creative exchanges and position itself as a co-production hub.
- Dr. Murugan, in his remarks, highlighted the success of the World Audio Visual and Entertainment Summit (WAVES) Summit held in May 2025 in Mumbai, india, which brought together global leaders from the media and entertainment sector includingleading Korean companies like Krafton Inc., CJ ENM, Alimoli Studio, Anthology Studios, Hybe Corporation and others. He also mentioned about the WAVES Bazaar platform, which is a key gateway to connect content creators, producers, and distributors with global markets and showcasing Indian creativity to the world.
- Mr. Prithul Kumar, Joint Secretary (Broadcasting), Ministry of Information and Broadcasting presented the significance of co-production in fostering cultural exchange, sharing resources, and creating compelling stories that resonate with audiences worldwide. He emphasized Indian government’s commitment to create a supportive environment for co-productions, offering incentives and streamlining processes to facilitate these collaborations.
- Mr. Nishi Kant Singh, Chargé d’Affaires, Embassy of India, Seoul, underlining that this year marks the 10thanniversary of India-ROK Strategic Partnership highlighted strengthening people-to-people ties as a crucial aspect of this partnership. This, he mentioned has led to increased university partnerships, research collaborations, and exchanges in media, film, and culture. He underscored the vibrant and ongoing collaboration in the film and entertainment sector, supported by the Audio-Visual Co-Production Agreement signed in 2015, and called for further deeper engagement to fully leverage the shared talent, creativity, and technical expertise between the two countries.
III. Bharat Parv & Networking Dinner: WAVES Bazaar Showcase (22 September, Busan)
- Embassy hosted the Bharat Parv - An Evening of Culture, Creativity and Connections, which saw the participation of over 250 dignitaries including Mr. Park Kwang-su, BIFF Chairperson, Ms. Ellen Y.D. Kim, ACFM Director, and Mr. Kang Sung-kyu, BFC Director, who delivered the congratulatory remarks on the occasion.
- Dr. Murugan delivered the Keynote address and underlined India’s presence at BIFF 2025, reflecting India’s commitment to strengthen cultural diplomacy and expanding creative collaborations with Korean filmmakers and other global players. He also highlighted India’s strong participation at BIFF this year, with over 10 projects showcased includingSpying Stars, If on a Winter Night,Kok Kok Kokoook, Shape of Momo, Bayaan, Don’t Tell Mother, Full Plate, Karinji and I, Poppy (Vivek Chaudhary). Additionally, 5 projects were selected for the ACFM co-production market including Difficult Daughters, The Last of Them Plagues, Lanka (The Fire), Moon and The Magical Men. The film-makers, directors and producers associated with these projects also marked their presence at BIFF, along with Ms. Nandita Das, Indian actor & film-maker, who served as one of the seven jury members at the new Competition section and ‘Busan Award’.
- Parliamentary and Government Engagements (24 September, Seoul)
- Dr. Murugan met Members of the Culture, Sports and Tourism Committee of the National Assembly of ROK, including Ms. Kim Jae-won and Mr. Jin Jong-oh. They discussed ways to strengthen the India–Korea Co-production Agreement signed in 2015 and explore cooperation in AI, blockchain, and content management.
- Dr. Murugan also engaged with the Members of the Korea–India Parliamentary Friendship Group of the National Assembly of ROK, led by Vice Chairpersons Ms. Moon Jeong-bog and Mr. Yoon Young-seok.The talks reaffirmed the civilizational connect between the two nations and explored greater parliamentary, cultural, and people-to-people exchanges.
- Industry Engagement: Meeting with Krafton CEO (24 September, Seoul)
- Dr. Murugan met Mr. Changhan Kim, Global CEO of Krafton Inc. in Seoul.The discussion focused on India’s recently enacted legislation on online gaming, promotion of e-sports, and talent development through joint ventures with institutions like the Indian Institute of Creative Technology (IICT). Krafton expressed keen interest in expanding investment in India and partnering in game development, research, and skill training, recognizing India’s young demographic and vibrant digital ecosystem. Mr. Kim also extended an invitation to Hon’ble MoS and Ministry of Information & Broadcasting for the Global game Exhibition – GSTAR 2025, scheduled to be held in November 2025 in Busan.
- Media Partnerships: Meeting with Korea Herald (24 September, Seoul)
- Dr. Murugan held discussions with Mr. Jin-young Choi, President & Publisher of The Herald Media Group (Korea Herald/Herald Business). Discussions focusedon enhancing potential collaboration in the area of culture, and the media & entertainment industry between India and RoK. Both sides also agreed to also work towards creating further awareness about each other’s culture and creative content in the two countries.
VII. Indian Community Interaction (24 September, Seoul)
- The Embassy hosted a special community interaction for the Hon’ble Minister. In his interaction with the diaspora, he praised the role of the Indian community in Korea in strengthening bilateral ties. He highlighted India’s progress toward becoming a Viksit Bharat, its global leadership in digital innovation through platforms like UPI, and Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”
- The visit underlined Government of India’s proactive cultural diplomacy and vision to position India as a global content hub. Initiatives such as WAVES and WAVES Bazaar, along with flagship programs like Bharat Parv, enable India to extend its creative footprint, encourage cross-border collaborations, and open new avenues for co-production, gaming, and digital innovation.
