Visit of Dr. L. Murugan, Hon’ble Minister of State for Information and Broadcasting to the Republic of Korea (ROK) for 30^th Busan International Film Festival, 2025 [September 22-24, 2025]

India participated at the Ministerial-level for the first time at the 30^th Busan International Film Festival (BIFF) (September 17–26, 2025) and the Asian Contents & Film Market (ACFM) (September 20–23, 2025) held in Busan. India set up a Bharat Pavilion at both BIFF and ACFM to highlight India’s capabilities in film production, post-production, incentives being offered, and to promote India as a filming destination.

2. The delegation was led by Hon’ble Minister of State for Information and Broadcasting, Dr. L. Murugan. This marked a significant milestone in India – ROK collaboration in the field of media, entertainment, culture, gaming, AVGC and emerging technologies.
3. During the visit from September 22–24, 2025, Mission facilitated Dr. Murugan’s engagements in a series of high-level meetings, industry round-tables, cultural events, and community interaction highlighting India’s growing role as a global content hub.

Key Highlights of the Visit

1. Panel Discussion on “India-Korea Synergies: New Horizons in Co-production” at ACFM (21 September, 2025)
2. The Mission organized a Panel Discussion at ACFM, on the theme “India-Korea Synergies: New Horizons in Co-production”. The panelists included Mr. Prithul Kumar, Joint Secretary (Broadcasting), Ministry of Information and Broadcasting, Mr. Nishi Kant Singh,Chargé d’Affaires, Embassy of India, Seoul, Mr. Heo Youngkook CEO of Alimoli Studios, Mr. Jae Jaewon Choi, CEO of Anthology Studios Inc., Mr. Abhishek Gupta, Actor/Media personality in ROK and Mr. Arfi Lamba, Indian Producer and Actor. The engaging discussion focused on India–Korea Co-Productions highlighting film-making opportunities. India provides up to 30% reimbursement, capped at around USD 3.6 million, with additional bonuses for Indian talent and content. RoK offers 25–30% cash rebates on eligible spends, capped at around USD 150,000, alongside regional incentives reaching 50%. Panelists and the participating producers and film-makers discussed how these frameworks could catalyze impactful and globally competitive cinema.
3. Round-table on India’s Creative Economy and Co-Production Collaboration (22 September, Busan)
4. Dr. Murugan chaired a high-level round-table hosted in partnership with the Busan Film Commission (BFC)on the sidelines of BIFF. It brought together policymakers and industry leaders to discuss co-production treaties, financing mechanisms, and distribution partnerships. The session underscored India’s ambition to deepen global creative exchanges and position itself as a co-production hub.
5. Dr. Murugan, in his remarks, highlighted the success of the World Audio Visual and Entertainment Summit (WAVES) Summit held in May 2025 in Mumbai, india, which brought together global leaders from the media and entertainment sector includingleading Korean companies like Krafton Inc., CJ ENM, Alimoli Studio, Anthology Studios, Hybe Corporation and others. He also mentioned about the WAVES Bazaar platform, which is a key gateway to connect content creators, producers, and distributors with global markets and showcasing Indian creativity to the world.
6. Mr. Prithul Kumar, Joint Secretary (Broadcasting), Ministry of Information and Broadcasting presented the significance of co-production in fostering cultural exchange, sharing resources, and creating compelling stories that resonate with audiences worldwide. He emphasized Indian government’s commitment to create a supportive environment for co-productions, offering incentives and streamlining processes to facilitate these collaborations.
7. Mr. Nishi Kant Singh, Chargé d’Affaires, Embassy of India, Seoul, underlining that this year marks the 10^thanniversary of India-ROK Strategic Partnership highlighted strengthening people-to-people ties as a crucial aspect of this partnership. This, he mentioned has led to increased university partnerships, research collaborations, and exchanges in media, film, and culture. He underscored the vibrant and ongoing collaboration in the film and entertainment sector, supported by the Audio-Visual Co-Production Agreement signed in 2015, and called for further deeper engagement to fully leverage the shared talent, creativity, and technical expertise between the two countries.

III. Bharat Parv & Networking Dinner: WAVES Bazaar Showcase (22 September, Busan)

9. Embassy hosted the Bharat Parv - An Evening of Culture, Creativity and Connections, which saw the participation of over 250 dignitaries including Mr. Park Kwang-su, BIFF Chairperson, Ms. Ellen Y.D. Kim, ACFM Director, and Mr. Kang Sung-kyu, BFC Director, who delivered the congratulatory remarks on the occasion.
10. Dr. Murugan delivered the Keynote address and underlined India’s presence at BIFF 2025, reflecting India’s commitment to strengthen cultural diplomacy and expanding creative collaborations with Korean filmmakers and other global players. He also highlighted India’s strong participation at BIFF this year, with over 10 projects showcased includingSpying Stars, If on a Winter Night,Kok Kok Kokoook, Shape of Momo, Bayaan, Don’t Tell Mother, Full Plate, Karinji and I, Poppy (Vivek Chaudhary). Additionally, 5 projects were selected for the ACFM co-production market including Difficult Daughters, The Last of Them Plagues, Lanka (The Fire), Moon and The Magical Men. The film-makers, directors and producers associated with these projects also marked their presence at BIFF, along with Ms. Nandita Das, Indian actor & film-maker, who served as one of the seven jury members at the new Competition section and ‘Busan Award’.
11. Parliamentary and Government Engagements (24 September, Seoul)
12. Dr. Murugan met Members of the Culture, Sports and Tourism Committee of the National Assembly of ROK, including Ms. Kim Jae-won and Mr. Jin Jong-oh. They discussed ways to strengthen the India–Korea Co-production Agreement signed in 2015 and explore cooperation in AI, blockchain, and content management.
13. Dr. Murugan also engaged with the Members of the Korea–India Parliamentary Friendship Group of the National Assembly of ROK, led by Vice Chairpersons Ms. Moon Jeong-bog and Mr. Yoon Young-seok.The talks reaffirmed the civilizational connect between the two nations and explored greater parliamentary, cultural, and people-to-people exchanges.
14. Industry Engagement: Meeting with Krafton CEO (24 September, Seoul)
15. Dr. Murugan met Mr. Changhan Kim, Global CEO of Krafton Inc. in Seoul.The discussion focused on India’s recently enacted legislation on online gaming, promotion of e-sports, and talent development through joint ventures with institutions like the Indian Institute of Creative Technology (IICT). Krafton expressed keen interest in expanding investment in India and partnering in game development, research, and skill training, recognizing India’s young demographic and vibrant digital ecosystem. Mr. Kim also extended an invitation to Hon’ble MoS and Ministry of Information & Broadcasting for the Global game Exhibition – GSTAR 2025, scheduled to be held in November 2025 in Busan.
16. Media Partnerships: Meeting with Korea Herald (24 September, Seoul)
17. Dr. Murugan held discussions with Mr. Jin-young Choi, President & Publisher of The Herald Media Group (Korea Herald/Herald Business). Discussions focusedon enhancing potential collaboration in the area of culture, and the media & entertainment industry between India and RoK. Both sides also agreed to also work towards creating further awareness about each other’s culture and creative content in the two countries.

VII. Indian Community Interaction (24 September, Seoul)

15. The Embassy hosted a special community interaction for the Hon’ble Minister. In his interaction with the diaspora, he praised the role of the Indian community in Korea in strengthening bilateral ties. He highlighted India’s progress toward becoming a Viksit Bharat, its global leadership in digital innovation through platforms like UPI, and Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”
16. The visit underlined Government of India’s proactive cultural diplomacy and vision to position India as a global content hub. Initiatives such as WAVES and WAVES Bazaar, along with flagship programs like Bharat Parv, enable India to extend its creative footprint, encourage cross-border collaborations, and open new avenues for co-production, gaming, and digital innovation.
17. Dr. Murugan also extended invitations to Korean parliamentarians, media leaders, and industry representatives to participate at the 56^thInternational Film Festival of India (IFFI)to be held in Goa from 20 – 28 November, 2025, further strengthening India–Korea people-to-people and industry connect.

부산에서 열린 제30회 부산국제영화제(2025년 9월 20~26일) 및 아시아콘텐츠&필름마켓(ACFM)에 인도의 장관급 사절단이 처음으로 참여하였다. 인도 측은 부국제와 ACFM에 바랏 파빌리온을 설치하여 인도의 영화 제작과 후반 작업 역량을 알리고, 현재 운용하고 있는 인센티브 제도를 설명하였으며, 인도가 영화 촬영∙제작의 중심지로 떠오르고 있음을 홍보하였다.

2.무루간 인도 정보방송부 장관을 단장으로 한 이번 사절단의 방문으로 미디어, 엔터테인먼트, 문화, 게임, 애니메이션∙시각 효과∙게임∙만화(AVGC) 부문 인도-한국 협력의 기틀이 마련되었다.

3. 우리 대사관은 무루간 장관이2025년 9월 22~24일 방한함에 따라 고위급 면담, 비즈니스 라운드테이블, 문화행사, 교민 사회 소통 행사를 개최하여 글로벌 콘텐츠 허브로 떠오르고 있는 인도를 홍보하기 위해 노력하였다.

방한 주요 성과

1. ‘인도-한국 시너지:공동제작의 새로운 지평’을 주제로ACFM 패널토론 개최 (2025년 9월 21일)
2. 우리 대사관은ACFM에서 ‘인도-한국 시너지: 공동제작의 새로운 지평’을 주제로 패널 토론을 개최하였다. 프리툴 쿠마르 정보방송부 국장, 니시 칸트 싱 주한 인도대사대리, 허영국 알리몰리스튜디오 대표, 최재원 앤솔로지스튜디오 대표, 배우 겸 방송인 아비셱 굽타(럭키), 인도 배우 겸 제작자 아르피 람바가 패널로 참여하였다. 인도-한국 공동제작 부문 잠재성과 협력 기회를 중심으로 활발한 논의가 이루어졌다. 인도는 영화 제작비를 30% 환급(최대 약 360만 달러)하여 주는 인센티브 제도를 운용하고 있으며, 인도 인력이나 인도 관련 콘텐츠를 활용할 시 추가 혜택을 제공한다. 한국은 적용할 수 있는 제작비의 25~30% 현금 리베이트(최대 약 15만 달러)를 제공하며, 50%에 달하는 지역 인센티브도 운용하고 있다. 제작자, 감독을 포함하여 토론에 참여한 패널들은 이러한 제도를 활용하여 글로벌 경쟁력을 갖춘 영화를 제작하기 위한 방안을 논의하였다.
3. 인도창조경제및공동제작협력에관한라운드테이블개최 (9월 22일, 부산)
4. 무루간 장관은 부산영상위원회(BFC)와 협력하여 개최한 부국제 부대행사인 고위급 라운드테이블을 주재하였다.정부 관계자와 글로벌 기업 관계자가 한자리에 모여 공동제작 협정, 자금 조달 메커니즘, 배급 관련 협력을 논의하였다. 새로운 공동제작 허브로 떠오르고 있는 인도의 중요성을 강조하고 창의 산업 관련 교류를 심화하고자 하는 인도의 의지를 드러냈다.
5. 무루간 장관은 연설을 통해 크래프톤, CJ ENM,알리몰리스튜디오, 앤솔로지스튜디오, 하이브 등 주요 한국 기업을 비롯한 글로벌 미디어∙앤터테인먼트 선두주자가 참여한 WAVES 서밋(세계 오디오 비주얼 엔터테인먼트 서밋, 2025년 5월 뭄바이에서 개최)을 성공적으로 개최하였음을 강조하였다. 또한 전 세계 콘텐츠 제작자, 프로듀서, 배급사를 연결하고 인도의 창의성을 전 세계에 알리는 장인 ‘WAVES 바자 플랫폼’도 소개하였다.
6. 프리툴 쿠마르 정보방송부 국장은 문화 교류와 리소스 공유 촉진,세계 관객의 마음을 사로잡는 탄탄한 스토리 제작의 측면에서 공동제작이 중요하다는 사실을 언급하였다. 쿠마르 국장은 인도 정부가 인센티브 제도 운용, 절차 간소화 등 공동제작 협력을 위한 우호적인 환경을 만들어 나가고 있음을 강조하였다.
7. 니시 칸트 싱 대사대리는 올해 인도와 한국이 특별 전략적 동반자 관계10주년을 맞이함에 따라 양국 관계를 강화하는 데 인적 교류의 역할이 중요함을 강조하였다. 양국 대학 간 파트너십 증대, 연구 협력을 비롯하여 언론, 영화, 문화 부문 교류가 증가하는 성과가 있었다고 언급하였다. 2015년 양국이 체결한 시청각 공동제작 협정을 기반으로 양국의 영화 및 엔터테인먼트 부문 협력이 활발하게 이루어지고 있음을 강조하였다. 또한 양국의 인적 자원, 창의적 역량, 기술적 전문성을 전적으로 활용할 수 있도록 더 협력을 심화해야 한다고 강조하였다.

III. 바랏파브와네트워킹디너: WAVES 바자홍보 (9월 22일, 부산)

9. 우리 대사관은‘인도 문화와 창의적인 정신’을 주제로 하는 ‘인도의 밤, 바랏 파브’ 행사를 개최하였다. 박광수 부산국제영화제 이사장, 김영덕 ACFM위원장, 강성규 부산영상위원회 운용위원장을 비롯하여 250명 이상의 귀빈이 행사에 참여하였다.
10. 무루간 장관은 연설을 통해2025 부국제에 인도의 참여가 돋보였다는 점을 강조하고, 문화외교 확대 및 한국 감독을 비롯한 해외 파트너와 교류를 심화하고자 인도의 의지를 드러냈다. 또한, 올해 부국제에 ‘스파이 스타’, ‘어느 겨울 밤’, ‘콕콕콕, 코코콕’, ‘모모의 모양’, ‘증언’, ‘쉿! 엄마한텐 비밀이야’, ‘암린의 부엌’, ‘카린지의 비극’, ‘양귀비와 나(비벡 차우두리 감독)’ 등 10편의 인도 영화가 상영되었다는 점을 알렸다. ACFM에서는 ‘Difficult Daughters’, ‘The Last of Them Plagues’, ‘Lanka (The Fire)’, ‘Moon’, ‘The Magical Men’ 등 다섯 가지 작품이 선정되었다. 영화 감독, 제작자, 프로듀서를 비롯한 해당 작품 관련자 또한 부국제에 참여하였으며, 올해 신설한 경쟁 부문 ‘부산 어워드’에서는 인도의 배우 겸 감독 난디타 다스가 심사 위원 7인 중 1인으로 참여하였다.
11. 국회∙정부 교류(9월 24일, 서울)
12. 무루간 장관은 김재원 의원과 진종오 의원과 각각 만나 면담하였다. 2015년 체결된 인도-한국 공동제작 협정 강화 방안을 논의하고, AI, 블록체인, 콘텐츠 관리 부문 협력 가능성을 모색하였다.
13. 무루간 장관은 한국-인도 의원친선협회 간사를 맡고 있는 문정복 의원,윤영석 의원과 친선협회 위원들을 만나 논의를 진행하였다. 면담에서 양측은 양국의 오랜 교류 관계를 재확인하고, 의회 교류 및 문화∙인적 교류 확대 방안을 모색하였다.
14. 산업 관계자와 교류:크래프톤 대표와 면담 (9월 24일 서울)
15. 무루간 장관은크래프톤의 김창한 대표를 만났다. 양측은 인도가 최근 제정한 온라인 게임 관련법, e-스포츠 진흥, 인도창의기술연구교육기관(IICT)을 통한 인재 양성 등을 중점적으로 논의하였다. 크래프톤은 인도의 높은 청년 인구 비중과 생동감 넘치는 디지털 생태계에 주목하며 게임 개발, 연구, 직업기술 훈련 부문 협업을 비롯한 인도 시장 진출 확대에 큰 관심을 보였다. 김 대표는 2025년 11월 부산에서 열리는 국제게임전시회 지스타 2025에 무루간 정보방송부 장관을 초대하였다.
16. 언론사와 협업 논의:코리아헤럴드 대표와 면담 (9월 24일, 서울)
17. 무루간 장관은 코리아헤럴드/헤럴드경제를 발행하는 언론기업 헤럴드미디어그룹의 최진영 대표이사를 만나 면담하였다. 양국 문화 교류 및 미디어∙엔터테인먼트 산업 간 협력 강화를 중점으로 논의가 이루어졌다. 양측은 서로의 문화에 관한 이해를 증진하고 콘텐츠 공동제작 부문에서 협업하는 데 동의하였다.

VII. 인도 교민 사회와 소통 (9월 24일, 서울)

15. 우리대사관은 무루간 국무장관과 인도 교민 사회와의 만남을 주선하였다. 무루간 장관은 양국 관계를 강화하는 데 크게 기여하고 있는 교민 사회를 치하하였다. 또한UPI 기반 디지털 결제 등 세계 디지털 부문 혁신을 이끌고 있는 인도의 리더십을 강조하고, ‘다함께 노력하고, 모두를 위한 발전을 이끌며, 모두의 신뢰 속에서, 모두의 노력으로 미래를 열어야 한다’는 나렌드라 모디 총리의 비전을 설명하였다.
16. 이번 방한은 인도 정부의 적극적인 문화외교 정책뿐만 아니라 글로벌 콘텐츠 허브로 거듭나고자 하는 인도의 비전을 잘 보여주었다. WAVES, WAVES바자와 바랏 파브 등 인도의 주요 이니셔티브를 통하여 인도의 창의 산업 영향력을 넓히고, 해외 협력을 장려하고, 공동제작∙게임∙디지털 혁신 부문 협력을 위한 새로운 발판을 마련하는 계기가 되었다.
17. 무루간 장관은2025년 11월 20~28일 고아에서 열리는 제56회 인도국제영화제에 한국 국회의원, 언론계 지도자, 산업 대표를 초청하며 향후 인도-한국 간 인적 교류와 산업 교류를 위한 초석을 다졌다.
