Expression of Interest (EOI) for Digitization of Consular Documents
The Consulate General of India, Hong Kong and Macau SARs, invites Expressions of Interest (EOI) from experienced turnkey solution providers for the digitization of consular documents currently held at the Consulate.
Scope of Work
The service provider must:
- Perform systematic batching and preparation of physical documents, including organizing records to ensure they are ready for efficient digitization.
- Conduct high-quality, file-wise digital scanning of documents, followed by proper segregation and indexing of digitized records to maintain logical structure and easy retrieval.
- Upload digitized records into designated repositories with structured organization.
- Apply an appropriate metadata schema for efficient multi-term search and retrieval.
- Provide regular reporting on digitization progress, along with auditing, reassembly, and storage in line with retention policies.
- Systematically store physical records under the directions of the concerned consular officer.
Eligibility and Requirements
Interested firms must meet the following minimum criteria:
- Experience in digitization projects for government or similar institutions.
- Ability to deploy a professional team capable of processing a minimum of 250 files per day.
- Ability to handle high-volume, secure document processing, data integrity, and strict adherence to confidentiality.
Submission Guidelines
- Interested parties may submit their proposed rates for digitization, as detailed above, on a per-file basis.
- Proposals must be submitted in a sealed envelope superscribed "Expression of Interest for Digitization" and sent to the Consulate address given below.
Important Dates
- EOI Release: May 05, 2026
- Surveying of the site and documents: May 11-12, 2026
- Last Date for Submission: May 13, 2026, by 5:00 P.M.
